How much is the cost for starting a chapter at a college for Delta Sigma Theta and how much?

I am interested in pledging Delta Sigma Theta but i go to Florida State College at Jacksonville. There are no african american sororities or fraternities. Is it possible someone can start a chapter at this school. I have read other questions similiar to mine saying that it is very costly but is it possible and when we say costly how much is costly?
