Should people be penalized for not voting?

I know it's a free country and all that. But I think that voting is one of our few absolute civic responsibilities. It is the backbone of everything we're trying to accomplish in this Country. I think people should have to pay a fine if they choose not to vote. If you enjoy the privileges of Citizenship, you should bear the Responsibility as well.
