They lowered my wage without notifying or any agreement, and owe me 6 hours over time?

Well i am from texas, and was working in florida for the oil spill going on, we worked 3 weeks with no pay, we were suppose to get taxed checks but they paid our first week with 1099 non taxable. I asked for a w2 and employer said that would make it 2-3 weeks longer for me to get it, so i was forced to get it and pay my bills, because bills don't wait. I had complications so i was forced to come back home, when i get my check in the mail, there's a note that says my hourly pay had gone from 14$ an hour to 10$ an hour, and i was only payed 76 hours instead of the 84. ive been calling local workforce and they say they cant do anything, and lawyers here say they only work local, and im lost i don't know where to start, is changing wages legal without me signing a contract or something??
