Why is the heat on my 1999 BMW 323i working?

I just bought the car from a private seller. I'm having a problem with the entire center console. The heat wont turn on nor will any on on the panel work (air, defrost, etc.) When I spoke back to him he mentioned a sensor. I know I need an O2 sensor replacement...Its really cold! HELP!
